Battery Directive (EU Directive 2006/66/EC)

What is Battery Directive?

EU Directive 2006/66/EC on waste batteries and accumulators (the “battery directive”) is intended to minimize the impact of waste batteries and accumulators on the environment and on human health. Member states will have transposed this directive into national law by 26 September 2008.

The battery directive specifies that:

  • All types of waste batteries and accumulators must be collected separately for recycling.
  • Batteries and accumulators must be marked with the separate collection symbol.
  • Battery and accumulator markings must include symbols to indicate the presence of specific levels of certain toxic metals.
  • Product documentation must show the end user how to properly remove the battery or accumulator for recycling (when such removal is possible).
  • The end user must be advised of the hazards of improper disposal of the batteries and accumulators.

What do the markings mean?
Batteries and accumulators must be marked (either on the battery or accumulator or on its packaging, depending on size) with the separate collection symbol. In addition, the marking must include the chemical symbols of specific levels of toxic metals as follows:

  • Cadmium (Cd) over 0.002%
  • Lead (Pb) over 0.004%
  • Mercury (Hg) over 0.0005%

How do you remove the battery or accumulator?
Products that contain batteries or accumulators must be accompanied by instructions showing how they can be safely removed.

Not all batteries or accumulators can be removed by the end user. Consult the product information to determine whether or not you should attempt to remove batteries or accumulators.

If your product does not have the separate collection symbol, then it does not contain batteries or accumulators you need to remove.

The risks and your role in reducing them
Your participation is an important part of the effort to minimize the impact of batteries and accumulators on the environment and on human health. For proper recycling you can return this product or the batteries or accumulators it contains to your supplier or to a designated collection point.

Some batteries or accumulators contain toxic metals that pose serious risks to human health and to the environment. When required, the product marking includes chemical symbols that indicate the presence toxic metals: Pb for lead, Hg for mercury, and Cd for cadmium.

Cadmium poisoning can result in cancer of the lungs and prostate gland. Chronic effects include kidney damage, pulmonary emphysema, and bone diseases such as osteomalcia and osteoporosis. Cadmium may also cause anemia, discoloration of the teeth, and loss of smell (anosmia).

Lead is poisonous in all forms. It accumulates in the body, so each exposure is significant. Ingestion and inhalation of lead can cause severe damage to human health. Risks include brain damage, convulsions, malnutrition, and sterility.

Mercury creates hazardous vapors at room temperature. Exposure to high concentrations of mercury vapor can cause a variety of severe symptoms. Risks include chronic inflammation of mouth and gums, personality change, nervousness, fever, and rashes.

REACH

Registration, Evaluation, Authorization and Restriction of Chemical substance (REACH)

Our approach to REACH (Regulation 1907/2006 on the Registration, Evaluation, Authorisation and Restriction of Chemicals adopted by the EuropeanUnion in December 2006) is being addressed in the same rigorous manner.

Amphenol Advanced Sensors has been closely following the legislative development of REACH. We are working with our suppliers to identify any potential implications of REACH on the availability of materials. Furthermore, we have started to prepare (where necessary) for the pre-registration of those substances we manufacture or import ourselves.

RoHS China

RoHS (China) Policy

On February 28, 2006, China published a new law entitled Administration on the Control of Pollution Caused by Electronic Information Products (ACPEIP). ACPEIP is often referred to as the China RoHS because, as far as the prohibition of substances is concerned, it does indeed have similarities to the EU Directive for the Restriction of Hazardous Substances.

Unlike EU RoHS, China RoHS only affects products and components that appear in the published Electronic Information Products (EIP) list.

None of our products presently fall directly into the scope of the China RoHS legislation. Our Sensors are "out-of-scope" as most are sold B2B and some may be sold to distributors. In either case, when incorporating our sensors into a product that may be in scope, we can provide information on our sensors composition related to banned substances.

The ACPEIP regulates the dissemination on the Chinese market of Electronic Information Products (EIPs) that contain:

  • Lead (Pb)
  • Mercury (Hg)
  • Cadmium (Cd)
  • Hexavalent chromium (Cr6+)
  • Polybrominated biphenyls (PBBs)
  • Polybrominated diphenyl ether (PBDE)

up to thresholds defined in accordance with Industry Standard SJ/T 11363-2006. In principle, the maximum permitted thresholds line up with those published in the EU's RoHS Commission Decision (2005/618/EC). However, the ACPEIP legislation also includes a number of requirements that go beyond the RoHS Directive. The Chinese law, for example, requires that special labels and supplementary information be attached to affected equipment listed in the EIP's. By the end of 2007/early 2008, it will also make tests and certification compulsory for certain EIP's.

All EIP's that are manufactured in or imported to China fall under the jurisdiction of the ACPEIP. The labeling and supplementary information requirements concern every EIP. On the other hand, the prohibitions on certain substances and the need for certification prior to marketing concern only those EIP's that will be defined in a special Key Product Catalogue. The finalized rules and standards for the creation of this catalogue, and the implementation of certification, have not yet been published.

Time Frame: March 1, 2007: Covers labeling and supplementary information: Affects, with exceptions, every product defined as an EIP. Important note: EIP's that are intended for further processing do not have to be labeled. The relevant information must be made available by the supplier, however, firm dates have not yet been set for the prohibition of substances.

We recognize however, that some of our sensors will be used by our customers as parts in their systems where these systems need to be compliant. In order to provide the best service to this category of customer we are undertaking a large program to convert most of our sensors to compliance.

RoHS

RoHS Policy

The RoHS directive is a European-derived initiative in which the elimination of certain hazardous substances in electrical and electronic equipment is the key objective.

The elimination of these substances will contribute to the protection of human health and the environmentally- sound recovery and disposal of waste electrical and electronic equipment.
